


Three Eastern Sydney Councils – Waverley, Randwick, and Woollahra (3-Councils) – engaged JET Charge to deliver a future-ready public EV charging network, addressing the needs of a rapidly growing EV community.
Across the three municipalities, roughly half of the residents live in apartments or rent. The 3- Councils needed a public EV charging network that could fit into dense urban streetscapes, provide equitable access, and support their Net Zero commitments.
JET Charge delivered a scalable, future-ready public charging network that overcomes the challenges of dense urban living, with over 80% of Eastern suburbs residents now within an eight-minute walk of a reliable charger – making EV ownership more practical and accessible than ever before.

The Challenge
The Eastern suburbs of Sydney are among Australia’s fastest-growing EV regions, with one in 20 vehicles now electric. With most residents living in apartments or renting, public charging is essential. Waverley, Randwick, and Woollahra Councils have invested $1.4 million, backed by NSW Government grants, to deliver accessible charging as part of their Net Zero commitments.
KEY CHALLENGES:
High density areas
Limited street space made it challenging to install public EV chargers without disrupting traffic, pedestrians, or adding visual clutter.
Challenging environments
Coastal charging sites required durable, weather-resistant EV hardware built for long-term, reliable operation in harsh conditions.
Live upgrades
Across 40+ sites, chargers were installed, upgraded, or scaled up with tailored engineering and careful coordination to minimise disruption.
Minimal downtime
The 3-Councils required real-time monitoring to detect faults quickly and minimise downtime, keeping public EV chargers reliable and accessible.
Seamless user experience
The 3-Councils needed simple, equitable EV charging with integrated payments, giving residents convenient access and transparent electricity costs.

The Solution
With more than half of residents renting or living in apartments, the 3-Councils prioritised solutions that could service drivers without off-street parking. A mix of charging options were used to achieve this.
On-street AC charging: AC chargers were installed on streets to support 24/7 charging in high-density residential areas.
DC fast charging in community spaces: DC fast chargers were placed in high-traffic community spaces such as parks, golf clubs and sports grounds, where people could top-up during short visits.
One of NSW’s first EV-ready streets: In Bondi, the 3-Councils also trialled one of NSW’s first EV-ready streets – embedding chargers directly into specialty light poles on Glenayr Avenue and Curlewis St, so residents could charge where they park without adding visual clutter or reducing valuable road space.
Load management with JET Charge CORE: Because some chargers were connected to community sites that have existing electricity loads that could fluctuate, particularly on weekends, JET Charge CORE was deployed to load manage energy use across chargers and maintain managed service during peak times.
Reliability with JET Charge Assist: Ensuring reliability was equally important. To build trust in the network, the 3-Councils adopted JET Charge Assist, which provides real-time monitoring, proactive maintenance and rapid issue resolution to reduce outages and maximise uptime.
Seamless payment through Chargefox: Finally, to provide a seamless experience for residents, the network was integrated with Chargefox, enabling drivers to pay for their charging through the app, while automatically managing remittance between users and the 3-Councils. This approach removed any administrative burden, ensured cost transparency and delivered a straightforward experience for both drivers and the community.

Outcome and Results
Since 2019, the 3-Councils network has grown to over 52 chargers, making the Eastern Suburbs one of Australia’s most EV-friendly areas. Around 80% of residents are within an eight-minute walk of a public charger, supporting practical EV ownership for apartment dwellers and renters. With real-time monitoring, proactive maintenance, and easy payments via Chargefox, residents can charge with confidence.
